The client file on A. Kadir bin Johan contains only one item: an official 1995 election result showing him as the losing S46/APU candidate in P129 Mersing with 5,832 votes. Because this is the sole record, the assessment is marked "insufficient" and almost every dimension is "open" — no holdings, roles, networks, court matters or media reports can be confirmed from the records supplied. Enhanced due diligence is not indicated by what the records show, but the file is too thin for voters to draw conclusions; the concrete next steps above set out exactly which official sources would expand the public record.
